Your views on the decisions in relation to implementing the exemption for EIIs as a consequence of the UK Government’s proposals, as they relate to the RO Scotland.

You said

We received 20 responses from EIIs, trade associations, energy suppliers, consumer groups and one individual.  Ten responses were supportive of the proposal to implement a proposed exemption scheme, while 5 opposed. Should UK Government implement their proposed scheme, 13 responses argued that Scottish Government should implement uniformly.

With consideration to the informative feedback from consultation respondents we will publish a Scottish Government response in due course.

Why your views matter

The Department of Energy and Climate Change (DECC) published a consultation document on 1 April 2016 which asks a number of questions regarding the implementation of an exemption scheme for eligible Energy Intensives Industries EIIs) from the indirect costs of the Renewables Obligation (RO) and the small scale Feed-in Tariff (FIT) schemes.

DECC’s consultation relates to a proposal to implement an exemption in relation to the FIT scheme in Great Britain and in relation to the RO in England and Wales. The consultation notes “the Scottish Government are consulting separately on proposals to implement the exemption in relation to the RO in Scotland” as this is overseen by the Scottish Government.

In order to implement the proposed EII exemption scheme across GB, changes to the Renewables Obligation Scotland legislation will be required. This consultation seeks views on the implementation of an exemption for EIIs as it relates to the RO Scotland.
 

What happens next

Following the closing date all responses will be analysed and considered along with any other available evidence to help us reach a final position. If we decide to proceed with the proposal, in line with the UK Government's plans we intend to bring them into effect from 1 April 2017 (subject to State Aid and the approval of the Scottish Parliament). We will confirm the intended timetable in the government's response to this consultation.
